Health Cities is seeking expressions of interest from vendors offering technology solutions that can improve resident safety, staff response, and resident quality of life within lodge settings. This Call for Innovation is intended to identify practical, resident-centred solutions that can be piloted in an existing lodge environment and that are suitable for older adults living in supportive congregate settings. The goal of this Call for Innovation is to identify solutions that can: Improve safety and reduce risk for residents living in lodge environments Support timely staff awareness and response to resident needs Reduce reliance on manual checks or resident-dependent activation Respect resident dignity, comfort, and privacy Fit within existing lodge workflows and infrastructure with minimal disruption Be trialed at small scale and evaluated for possible broader deployment across additional sites This initiative will collaborate with participating lodge sites to test and evaluate solutions that enhance care delivery, improve staff efficiency, and support a safe, dignified, and home-like living environment for residents. The goal is to identify solutions that can be implemented at small scale and, if successful, expanded to additional suites or sites. Initial implementation is expected to occur within approximately 10–15 dedicated resident suites in an active lodge environment. The pilot will assess feasibility within existing buildings (retrofit environments), alignment with staff workflows and response models, impact on resident safety and quality of life, and readiness for broader deployment. Solutions must be deployable within a functioning lodge environment and require reasonable levels of onboarding, installation, and staff training. A dedicated clinical lead will support implementation, coordination, and frontline adoption throughout the pilot. Priority Focus Areas Focus Area #1: Fall Detection And PreventionPriorities/Goals:Detect resident falls and/or identify situations associated with elevated fall risk Support timely staff response when a fall or high-risk event occurs Where possible, provide early warning related to unsafe transfers, bed exits, or other relevant triggers Focus Area #2: Elopement and Wandering PreventionPriorities/Goals:Reduce the risk of residents exiting the building or grounds unsafely Prioritize technologies that support detection or prevention of true elopement risk, not only internal wandering Support rapid staff awareness when residents enter unsafe or unauthorized areas Focus Area #3: Incontinence Monitoring and ManagementPriorities/Goals:Support proactive management or monitoring of incontinence-related needs Be appropriate for lodge residents, including a population with a higher proportion of female residents Help improve comfort, dignity, and timeliness of response while reducing unnecessary manual checking where possible Solution Requirements Vendors are requested to address each of the following requirements as they relate to the solution(s) and priority focus area(s) for which they are submitting. Responses should clearly describe how the proposed solution meets or aligns with each requirement, including any limitations, dependencies, or assumptions where applicable. Resident-Centred Design Requirements: Preference for passive or ambient monitoring approaches Limited reliance on wearables or resident-activated devices Appropriate for older adults and supportive living environments Respect resident dignity, comfort, and privacy Avoid stigmatizing or intrusive form factors Maintain a home-like environment Compatibility with Existing Environment and Workflows Requirements: Suitable for use in a non-acute, congregate living environment Compatible with retrofit installations in existing buildings Able to operate alongside existing systems (e.g., emergency response system, nurse call systems, EMR, etc.) Support room/location-based alerting workflows where applicable Require wireless or minimally invasive installation where possible Avoid major capital-intensive infrastructure changes unless clearly justified Data Collection, Monitoring, and Alerts Requirements: Ability to detect, monitor, or predict relevant safety or care events (based on priority areas) Provide timely and actionable alerts to staff Align with existing staff workflows and response models Minimize false positives and alert fatigue Not require extensive manual data entry or documentation Reporting and Data Export Capabilities Requirements: Ability to capture and report on relevant operational and outcome data Support evaluation through structured reporting or dashboards Enable export of de-identified or aggregated data for evaluation purposes Implementation Readiness Requirements: Commercially available or pilot-ready solution Deployable within an active lodge environment Feasible for implementation within 10–15 suites Include onboarding, installation, and staff training Require reasonable levels of staff effort to operate Eligibility Requirements: Solution can be deployed and used in Alberta Meets Canadian regulatory, privacy, and security standards Technically and operationally feasible within the defined pilot scope Compatibility with Existing Environment and Workflows Current Environment Vendors should note that current lodge operations include: Use of the Vigil system for resident emergency pendants Alerts routed to staff via pager / room-location based workflows Existing physical buildings that may require retrofit rather than new-build solutions Compatibility Expectations Preference will be given to solutions that: Complement existing staff response workflows Can align with room/location-based alerting models Can integrate with, or operate alongside, existing systems where feasible Are suitable for retrofit in existing lodge environments Require wireless or minimally invasive installation where possible Avoid major capital-intensive infrastructure changes unless clearly justified Alert Burden and Workflow Fit Solutions should: Avoid excessive alert fatigue Minimize unnecessary alarms or false positives Not require extensive additional documentation or manual data entry for staff Support straightforward frontline use Trial Scope and Operational Requirements Initial implementation is expected to occur in approximately 10–15 dedicated suites. Vendors should describe: Whether the solution is technically and operationally feasible at this scale Any minimum installation thresholds or deployment requirements How the solution could scale to broader use across other suites or lodges if successful Operational Feasibility Solutions should: Be deployable within a functioning lodge environment Require reasonable levels of staff onboarding and support Be sustainable within normal lodge operations during the pilot period Staff Use Solutions should fit with staff workflows in which: Staff receive alters or calls Staff respond based on location and resident need Staff capacity is limited and workflow simplicity matters The project will fund a dedicated clinical lead, such as a Licensed Practical Nurse, to oversee the technology, coordinate responses, and support frontline staff. Data, Reporting, and Evaluation Requirements Vendors should note that an independent third-party Evaluation Partner will be engaged to assess safety, care outcomes, staff efficiency, and readiness for expansion. Vendors must support the collection of data and operational feedback required for this evaluation. All shared data must be strictly de-identified or aggregated. Implementation Requirements Solutions must be ready for deployment in 10 to 15 dedicated pilot suites. Installations should be wireless or minimally invasive where possible, avoiding major capital-intensive infrastructure changes. Implementation will involve preparing the suites, installing the technology, and training staff, potentially using a staged rollout approach to optimize workflows. Privacy, Security, and Data Governance Solutions must comply with all relevant regulatory standards, privacy and security requirements, and applicable policies of The Evergreens Foundation. The Evergreens Foundation will retain full custodianship of all resident and staff information. Only de-identified or aggregated information will be shared with Health Cities and the Evaluation Partner for reporting purposes. Vendor Eligibility / Readiness Solutions must be deployable within a functioning, non-acute lodge environment.
